<p><strong>MANILA (Updated 1:04 p.m.) &#8212; Massive flooding hit Manila after Typhoon Pedring (international codename: Nesat) made landfall Tuesday.</strong></p>
<p>Around the central Robinsons shopping mall, fierce winds toppled tables and tree branches, sending people for cover. Visibility was poor as the rain obscured the view. One pedestrian was injured by falling debris and was bloodied.</p>
<p>Manila Hospital moved patients from its ground floor, where waters were neck-deep, spokeswoman Evangeline Morales said. Hospital generators were flooded and the building had no power since early Tuesday.</p>
<p>Visibility in the city was poor, with pounding rains obscuring the view. Emergency workers were evacuating river areas in the city that are notorious for flooding.</p>

<p>In other parts of Manila, emergency workers were evacuating river areas that are notorious for flooding.</p>
<p>Residents in one neighborhood of Quezon City were fleeing their homes due to rising water from the nearby San Mateo River.</p>
<p>Residents in Marikina City were also forced evacuated after the Marikina River already reached near the 18-meter level.</p>
<p>In the financial district of Makati, a billboard fell on two cars and a bus, causing injuries.</p>
<p>The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said &#8220;Pedring&#8221; slightly weakened after making landfall over the boundary of Aurora and Isabela provinces Tuesday morning.</p>

<p>At the height of Pedring&#8217;s wrath, floods submerged roads and establishments.</p>
<p>A dzMM news report said at least 30 vehicles were affected as basement parking area in Sofitel hotel gets flooded. A forced evacuation was ordered, following the collapse of a seawall behind the hotel premises, the dzMM report added.</p>
<p>Department of Tourism Secretary Ramon Jimenez has assured that all the Sofitel guests have already been transferred to other hotels.</p>
<p><strong>Pagasa, in a briefing 5:00 pm, said heavy rains coincided with the Manila bay high tide, causing a water surge.</strong></p>
<p>In Manila, floods have been reported along major thoroughfare Roxas Boulevard and as 5:30 pm, Roxas Boulevard is impassable to all types of vehicles. Floods reach chest-high near the Luneta park, a radio dzMM report said.</p>

<blockquote><p>MANILA, Philippines- Tropical Storm Pedring (international name: Nesat) has strengthened into a typhoon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Monday.</p>
<p>Pedring was estimated to be at 350 kilometers east-southeast of Casiguran, Aurora and was still moving slowly west northwest at 17 kilometers per hour, Pagasa said during a press conference shortly before noon.</p>
<p>Winds of up to 120 kilometers per hour near the center and gustiness of up to 150 kph are expected, according to Pagaasa.</p>
<p>Signal No. 2 has been raised in Catanduanes, Sorsogon, Albay (including Burias Island), Camarines Sur, Camarines Norte, Quezon Province (including Polilio Island), Aurora, Quirino, Nueva Vizcaya, Isabela, Ifugao and Cagayan.</p>
<p>Meanwhile, Signal No. 1 has been declared in Metro Manila, Masbate, Ticao Island, Marinduque, Batangas, Laguna, Rizal, Cavite, Bulacan, Pampanga, Nueva Ecija, Tarlac, Bataan, Zambales, Pangasinan, La Union, Benguet, Mountain Province, Ilocos Sur, Ilocos Norte, Abra, Kalinga, Apayao, Calayan and Babuyan group of islands and Northern Samar.</p>

<p><strong>Typhoon Pedring leaves 8 dead in Luzon — officials</strong></p>
<p>Eight people, including five children, were killed after Typhoon Pedring (international name: Nesat) battered northern Luzon with its strong winds and rainfall, officials said Tuesday.</p>
<p>National Disaster Risk Reduction and Management Council (NDRRMC) executive director Benito Ramos confirmed in a television interview that three children and their grandmother were killed after a wall collapsed over their house in Valenzuela City.</p>
<p>A one-year-old child meanwhile drowned in floodwaters after she fell into a creek in Bato town in Catanduanes, he added.</p>
<p>Two other individuals were confirmed dead after they were separately hit by falling trees in Castillejos town in Zambales and Candaba town in Pampanga, according to Ramos.</p>
<p>For his part, National Police spokesman Chief Superintendent Agrimero Cruz Jr. said a 19-year-old resident of Olongapo City in Zambales was killed while another person was hurt in a landlside at the height of Pedring&#8217;s rampage.</p>
<p>In a text message sent to reporters, Cruz identified the fatality as Brian Anthony Sumanga.</p>
<p>An initial investigation showed that the landslide happened about 10:45 a.m. and hit a house along Upper Otero Avenue in Barangay Mabayuan in Olongapo City.</p>
<p>Hurt in the incident was 69-year-old Pacita Sumanga-dela Cruz. She is undergoing treatment at the James Gordon Hospital as of posting time.</p>
